AFRICA The Population Council opened an office in South Africa in 1999, initially to support HIV and AIDS operations research under the US Agency for International Development–funded Horizons program. The program has expanded to include work on reproductive health, gender, and youth. The Council has established new partnerships with other bilateral donors, foundations, the South African government, nongovernmental organizations, and universities. Program Focus A strategic plan developed in 2001 has guided the steady expansion of activities focused on five objectives: reducing HIV transmission and mitigating its impact; improving the quality of, access to, and appropriate use of reproductive health services; facilitating successful transitions to adulthood; reducing levels of gender-based violence; and building professional and institutional capacity to conduct research to enhance program performance and policy formulation. These objectives, which respond to some of the most pressing social and health issues in South Africa, are suitably nested within the Council’s overall strategic directions.
