ASIA The Population Council, through its Frontiers in Reproductive Health Program, has helped support the government's efforts to decentralize health services. Three operations research studies were implemented in selected provinces throughout the country. They were designed to measure the impact of improving quality of care in Davao del Norte province; increase male participation in reproductive health and family planning in Bukidnon province; and evaluate the new Matching Grants Program of the Philippines Department of Health. The Population Council developed a strategy to enhance the dissemination of research results. Appropriate messages were created for targeted audiences and distributed via the media, policy briefs, and executive research summaries. Technical assistance was provided to the Philippines Department of Health, local health offices, and research institutions to increase research capacities. Research activities were conducted in collaboration with regional university-based researchers. Population Council staff also provided technical assistance on research designs, development of study instruments, and data management and analysis. Population Council staff evaluated the impact of the quality of family planning services on continued use of contraception.
