          Introduction

MARGARET CATLEY-CARLSON was President of the Population Council from January 1993 through January 1999. A Canadian national, she was the Council's sixth President and was the first woman and first non - American to head the international, nonprofit, organization. Before joining the Council, Mrs. Catley-Carlson was Deputy Minister, Health and Welfare in the Canadian government and Assistant Under-Secretary for External Affairs; President of the Canadian International Development Agency; and Deputy Executive Director (Operations) of UNICEF; with the rank of Assistant Secretary-General of the United Nations.
