The Population Council’s involvement in Bangladesh began in the mid-1960s with resident technical advisors located at the Academy of Rural Development and later at the International Centre for Diarrhoeal Disease Research, Bangladesh. The Council set up a country office in Dhaka in 1990, initially as a base for implementing a Ford Foundation–funded project on child survival and later to conduct activities under the USAID-funded Asia and Near East Operations Research and Technical Assistance Program.

Program focus

From the beginning, the Population Council in Bangladesh has been active in designing and implementing family planning and reproductive health programs. Through the years, the Council has been instrumental in informing national reproductive health priorities. Council staff have worked with several NGOs and the Government of Bangladesh to design interventions to reduce unplanned pregnancy and thus improve women’s reproductive health status. Recently, the Council helped introduce emergency contraceptive pills into the national family planning program. Researchers work broadly in HIV and AIDS; poverty, gender, and youth; and the reproductive health sector to improve the lives of vulnerable populations in the country.

The Council's key objective in Bangladesh is to strengthen the capacity of the government, NGOs, and the private sector to improve the availability of healthcare services in disadvantaged and low-performing areas and to deliver high-quality services to poor and marginalized populations. It also provides technical assistance to scale up successful interventions.

Capacity-strengthening programs include population dynamics and socioeconomic interrelationship development; the roles and status of women; HIV prevention; family planning, male sexual and reproductive health, and maternal and neonatal health; and addressing the needs of young people.

In addition, the Council's Bangladesh office is broadening its focus to prepare and address various population issues that emerge from the impact of climate change.  

Highlights of past and present work

  • Provided the evidence base and technical assistance for introducing emergency contraception into the national family planning program.
  • Tested diverse service-delivery models to enhance access to and use of reproductive health services for the poor.
  • Documented healthcare service-delivery models that were successful in reducing maternal, infant, and child mortality.
  • Addressed demand-side barriers to reproductive health care by testing a mechanism that provides financial assistance to poor pregnant women in the form of vouchers for life-saving obstetric care.
  • Tested community-based kangaroo mother care to prevent neonatal and infant mortality.
  • Provided technical assistance to the government in introducing a reproductive health curriculum into its vocational training courses.
  • Provided technical assistance to the government to integrate reproductive health services for men at rural service-delivery centers.
  • Implemented innovative life skills–based sexual and reproductive health education and condom-promotion programs for young and vulnerable populations.
  • Strengthened the capacity of the government and NGOs by developing and implementing standard operating procedures for services to people living with HIV and AIDS (PLHA) and training manuals geared toward PLHA.
  • Conducted blood safety studies that contributed to formulating the National Safe Blood Transfusion Policy that emphasizes licensing of blood transfusion centers.
  • Introducing performance-based incentives in the public sector to improve maternal and child health services. 
  • Addressing problems of financial exclusion of the poor by experimenting with innovative techniques for providing financial education to adolescent girls.

Addressing Sexual and Reproductive Rights and Violence against Adolescent Girls and Women in Urban Bangladesh (more)
The Growing Up Safe and Healthy (SAFE) project seeks to provide context-specific strategies for vulnerable adolescents to build their social and health assets, with the eventual goal of improving their lifelong functional capabilities and well-being.

Identifying Mechanisms to Strengthen Facilities Providing Delivery and Newborn Care Services (more)
Although rates of maternal mortality have decreased in Bangladesh, utilization of facility-based delivery care has remained low because of facility shortcomings and service non-availability; the Council conducted this study to determine the sources of these shortcomings and to identify mechanisms to strengthen facilities, thereby increasing facility-based delivery and further reducing maternal and infant mortality in rural Bangladesh.

Pay for Performance (P4P) Operations Research Study (more)
Following a successful feasibility study on introducing a P4P financing scheme, the Population Council is now conducting operations research to test the potential of this service-delivery model to increase utilization of maternal, newborn, and child health care through performance-based payment to providers.
