Population Council Research that makes a difference

Overview

The Population Council opened an office in South Africa in 1999, initially to support HIV and AIDS operations research under the US Agency for International Development–funded Horizons program. The program expanded to include work on reproductive health, gender, and youth. The Council has established new partnerships with other bilateral donors, foundations, the Government of South Africa, nongovernmental organizations, and universities.

Program focus

Two strategic planning meetings—the most recent in 2007—have guided the steady expansion of activities and a diverse portfolio of Council activities in South Africa that encompass interventions, targeted evaluations, systems strengthening, training, and capacity building. The Council engages in research and programming in areas of global and local priority, including maternal and child health, HIV programs, and working with most-at-risk populations including children, migrants, and men who have sex with men.  The Council works closely with various government departments, local nongovernmental organizations, and academic institutions.

A strategic plan developed to support government initiatives in 2001 and reviewed in 2007 has guided the steady expansion of activities focused on  the following objectives: reduction of HIV transmission and mitigation of its impact; improvement of quality of, access to, and appropriate use of reproductive health services; reduction of levels of gender-based violence as well as technical support for comprehensive preventive treatment as a result; and building capacity to conduct research designed to enhance program performance and policy formulation. These objectives, which respond to some of the most pressing social and health issues in South Africa, are suitably nested within the Council’s overall strategic directions and in line with the MDGs and the South African national strategic plan.

 

Highlights of present work

  • Improving access to comprehensive HIV post exposure prophylaxis. The Population Council conducts a large program of work in collaboration with the Department of Health, the South African Police Service, and the Department of Correctional Services with the goal of increasing demand for and improving access to and the quality of comprehensive HIV postexposure prophylaxis (PEP) for adults and children who have experienced sexual assault, and occupational PEP for those at risk on the job. The program focuses primarily on women and children who are particularly vulnerable to rape, but also includes other marginalized populations such as migrants, incarcerated populations, and men who have sex with men. It is being implemented in four provinces: Limpopo, North West, Gauteng and  Free State. The Council is providing technical support and working to strengthen communication and collaboration between the services.

  • Protecting vulnerable children. The Population Council conducts social science research to advance, develop, and evaluate innovative strategies to support children affected or orphaned by HIV and AIDS. In South Africa, the Council is working with the Department of Social Development, Westat (US-based), HIV-911, and Trialogue to develop a national children’s services directory for service providers who work with vulnerable children. The directory will include maps of service providers and will be distributed via print, the Web, text message query systems, and CD-ROM.

  • Expanding projects for most at-risk populations. The Population Council recently expanded its work in South Africa with most-at-risk populations, including men who have sex with men (MSM), male sex workers (MSW), and migrant populations. The Council has enumerated and characterized the MSM and MSW populations. For migrants, a needs assessment was conducted and completed in 2009. Consequently, an intervention aimed at improving health service delivery for migrants in the inner city of Johannesburg was developed. The Council currently is building the capacity of three grassroots organizations in the inner city of Johannesburg to provide effective, structured, and sustainable programs of service delivery through small grants and technical assistance. This initiative will be coupled with a series of advocacy activities among community members to increase their tolerance, respect, understanding, and cooperation regarding migrants. Advocacy activities also will be conducted among public health service providers to help them better serve migrant communities and improve their attitudes toward migrants.
