FRONTIERS PROJECT
A Rapid Appraisal of Client Reproductive Health Care Needs and Available Reproductive Health Services in the Philippines

FRONTIERS and the Ministry of Health (MOH) partnered to assess the effects of decentralization in health care. Researchers examined the demand for reproductive health services and the ability of facilities to meet this demand. The study found that local government officials generally do not view health as a high priority and say that the availability of supplies and medicines depends on patronage and political favors. The study found negative attitudes toward charging fees for public health services because the quality of care in these facilities often is low. Government stakeholders and other local organizations have developed plans to utilize study results
