District Quality Assurance Program for Reproductive Health Services: An Operational Manual
This manual, developed by FRONTIERS in collaboration with UNFPA, is an operational guide for the implementation of a quality assurance intervention at the district level management. Inputs for the manual came from operations research on a Quality Assurance (QA) model in the Indian states of Gujarat and Maharashtra (see Development of Quality Assurance in Reproductive Health Services in District Public Health Systems). Results showed that the QA model could be easily integrated into district-level monitoring system and significantly improves the quality of services provided. The manual is a tool to enable district level managers to systematically monitor the quality of reproductive health services. The Department of Health and Family Welfare of the State of Gujarat found it very useful and has scaled up the QA program throughout the state with technical assistance from FRONTIERS. The State of Gujarat has adopted this manual to standardize the QA process during the scale-up. In addition, at the request of the Ministry of Health and Family Welfare, the adapted manual is being tested in one district in each of six states with assistance from FRONTIERS, PATH, and EngenderHealth and with funding from UNFPA, GTZ and USAID The manual consists of six chapters. Chapter 1 is an introduction to QA for reproductive health services. Chapter 2 discusses the scope of quality assessment in district health management. Chapter 3 focuses on how to institutionalize QA. Chapters 4 and 5 describe how to use the QA checklists. Chapter 6 looks at post-assessment follow-up actions. The annexes contain all instruments used for data collection by District Quality Assurance Group members.
