Stigma and discrimination pose critical obstacles to stemming the HIV/AIDS epidemic. Increasingly, programs are addressing this problem, but it is essential to monitor and evaluate those efforts. There are currently no commonly accepted, standard indicators to measure stigma and discrimination in developing-country contexts. The demand for stigma indicators has continued to increase, including from USAID global missions and their partner agencies. In response to this need, USAID funded field-testing and validation of an initial set of stigma indicators at one site in Tanzania, based on selected stigma indicators from the USAID Expanded Response Guide to Core Indicators for Monitoring and Reporting on HIV/AIDS Programs, and the 2004 workshop coordinated by the Stigma and Discrimination Interagency Working Group. Agencies involved as core members of the working group include International Center for Research on Women (ICRW), Futures Group International, Inc., Horizons/Population Council, Tulane University, and USAID. The field test was led by ICRW, Muhimbili University, and the Synergy Project/TvT Associates.
