Horizons Program—Developing High-quality Voluntary Counseling and Testing Service Delivery Strategies for Youth 

Overview
The survey was developed by the Horizons Program and Makerere University for the evaluation of youth voluntary counseling and testing (VCT) programs in Uganda. It addresses issues related to the content of and satisfaction with VCT services, and also measures the influence that the media and social norms have on youth's decisions regarding VCT.

Methodology/validity
The survey was adapted for youth from the UNAIDS VCT evaluation guide. It was pre-tested and re-tested on youth in Uganda. The validity of some questions was tested by looking at the kappa values of comparisons between youth responses in exit interviews and observations by experts. It is available in English.
