MEASURE Evaluation—Tools for the Monitoring and Evaluation of National AIDS Programmes
Overview
The MEASURE Evaluation program is implemented by the University of North Carolina at Chapel Hill in partnership with Tulane University, Macro International, John Snow Research and Training Institute, and the Futures Group International. This survey was formed in an effort to improve the monitoring and evaluation of national AIDS programs. The prevention indicator survey for the adult general population aged 15–49 is one result of this collaboration. This questionnaire for adults is designed for national surveys on HIV-related knowledge, attitudes, sexual practices, and attitudes toward people with HIV/AIDS. The survey involves interviewing a group of men and women between the ages of 15 and 49 from a randomly selected group of households in a given nation. The survey includes two questionnaires, a household form and an individual questionnaire. The former is used to compile a list of all household members, and to identify who is eligible to participate in the survey. The second collects the specific HIV-related information, and is based on a set of about 100 questions with pre-coded responses.
MEASURE Evaluation has also developed a manual "National AIDS Programmes: Guide to Monitoring and Evaluation." The guide includes several monitoring and evaluation tools that cover monitoring of program performance and context, population surveys, and facility-based assessment. These tools are from a number of organizations such as the FUTURES Group, UNAIDS, WHO, Family Health International, UNICEF, and the World Health Organization.
Methodology/validity
A number of international experts have reviewed and edited the prevention indicator survey. In addition, the survey is currently being field tested in a number of countries.
