HIV
and AIDS poses a grave threat to families, societies, and economies worldwide. Nowhere is this truer than in developing countries, where more than 90 percent of all HIV infections have occurred. Since 1997, the Population Council has implemented Horizons under a cooperative agreement with the United States Agency for International Development (USAID). Horizons is one component of a larger USAID initiative to reduce HIV transmission and mitigate its effects in developing countries. Horizons also partners with other international organizations as well as national and community groups in countries around the world. During its first five years (1997–2001), Horizons developed a comprehensive portfolio of more than 60 research projects on a wide range of AIDS-related topics that have global policy program relevance. During the second five years of operation, the Horizons team will focus on six clusters of research topics: -

Determinants of the epidemic and political responses
As the HIV
and AIDS epidemic expands, Horizons continues to address the critical need to identify, support, and enhance sustainable and cost-effective responses that: -
Reduce the risk of acquiring and transmitting sexually transmitted infections (STIs) including HIV. -
Prevent, diagnose, and manage STIs. -
Mobilize organizations, communities, and governments to provide effective prevention, treatment, care, and support services. -
Encourage private-sector participation in prevention, treatment, and care activities. -
Work toward the prevention of mother-to-child transmission of HIV. -
Change gender norms that increase the risk of contracting HIV. -
Reduce stigmatization of and discrimination against those affected by HIV
and AIDS.
Horizons pays special attention to the particular vulnerability of youth. The program also recognizes the need to involve people living with HIV
and AIDS in decisions about how to staff, fund, implement, and promote prevention, care, treatment or support programs.
