Horizons Program—Testing and Comparing the Impact of Two Approaches to a 100% Condom Use Program in Commercial Sex Establishments in the Dominican Republic
Overview
This survey was developed as part of a Horizons study to measure the impact on HIV-related risk outcomes of female sex workers of implementing a "100% condom use" policy in sex work establishments. This model was adapted from the Thai model for the Dominican Republic setting. Two different versions of the intervention were compared. In Santo Domingo, a community-based model—focused on sex workers and the brothel environment—was implemented. This was compared to an intervention that combined the above activities with a government-sponsored policy and regulation model implemented in Puerto Plata.
Both models were evaluated using pre- and post-intervention cross-sectional surveys (in 1999 and 2000), participant observations, and LCR testing for STIs among participating sex workers. Monthly cross-sectional data from monitoring participating sex establishments’ compliance with the intervention was also collected over the course of the one-year intervention to support the pre-post design.
Methodology/validity
The survey includes sections on exposure to the intervention, risk perception, condom use and negotiation with different types of clients, and sociodemographic information, among others. It is currently only available in Spanish. The survey was developed with input from multiple audiences and stakeholders, and through intensive pre-testing with members of the study population.
