UNAIDS—Tools for Evaluating HIV Voluntary Counseling and Testing  

Overview
The voluntary counseling and testing (VCT) evaluation tools were designed by UNAIDS to provide guidance on monitoring and evaluation of the various aspects of planning and implementing VCT. There are eight areas of VCT service development and provision for which monitoring and evaluation tools have been designed. These areas are:

  1. National preparedness for and commitment to VCT implementation

  2. Evaluation of operational aspects of the sites and services

  3. Counselors’ requirements and satisfaction

  4. Evaluation of counseling quality and content

  5. Counseling for special interventions

  6. Group counseling/group education

  7. Client satisfaction

  8. Costs of VCT

The tools provide suggestions of content areas within counseling services to be evaluated and are not intended to be prescriptive. It is expected that the managers of counseling services will adapt and change them to reflect specific needs and local circumstances.

Methodology/validity
The tools are intended to be modified and used by service providers, and are therefore flexible. Currently, these tools are available in English only.
