HORIZONS PROJECT
Cost-effectiveness Tools for Assisting HIV/AIDS Program Managers in Making Resource-allocation Decisions

With support from Horizons, the Futures Group (now Constella Futures) developed and tested in the field a computer-based model designed to help HIV/AIDS program managers make more effective resource-allocation decisions. The purpose of this research was to improve the prevention and treatment of HIV/AIDS by enhancing the rational allocation of resources. The first part of the research answered the question "What tools or materials can help HIV/AIDS program managers and/or donors improve the cost-effectiveness of resource allocation for HIV/AIDS programs?" The second part developed and disseminated these tools.

The GOALS Model, the final tool developed by the Futures Group, helps support strategic planning at the national level by answering several key questions that link program goals and funding:

  • How much funding is required to achieve the goals of the strategic plan?
  • What goals can be achieved with the available resources?
  • What is the effect of alternate patterns of resource allocation on the achievement of program goals?
  • What training is required to deliver the projected services?
