Program Managers in Allocating HIV/AIDS Resources
Identify,
develop, field-test and disseminate tools and materials that can be
used to assist program managers in making effective resource
allocation decisions.

Identify
lessons learned, devise new conceptual frameworks and definitions,

a conceptual framework for addressing stigma, discrimination, and
