Population Council Promotes James E. Sailer to Director of Corporate Affairs

NEW YORK, NY (21 December 2006) — The Population Council announced the promotion of James E. Sailer to the position of director of Corporate Affairs, effective 1 January 2007. Sailer, who has worked extensively in the nonprofit, governmental, and private sectors, will play a key role in the Council’s management and strategic development. He is responsible for the coordination of licensing, patents, and business relationships, as well as developing the organization’s knowledge management efforts. Sailer is one of the Council’s representatives on the board of the ARCH Foundation, which distributes the contraceptive Mirena® to low-income women in the United States, and the board of the International Contraceptive Access Foundation, which distributes Mirena on a not-for-profit basis outside the United States.

Before joining the Council in 2004, Sailer directed the New York City school system’s accountability initiative, for which he developed a new measurement method for the city’s schools. He has also served as chief operating officer at Privista, a high-tech company; managing director at West End New Media, an Internet consulting firm; and senior manager at Accenture, an international management consulting firm. His clients have included AOL Time Warner, Scholastic, the Corporation for Public Broadcasting, and the states of Ohio and Maryland. In Ohio, Sailer was a key architect of the state’s welfare reform plan, which won unanimous approval in the state legislature and has been recognized as one of the most successful state models of welfare reform. As a research associate at Harvard Business School, Sailer wrote or co-authored publications on corporate governance, investment management, and strategy, and contributed material to three books. He has worked at the White House, the US House of Representatives, and the US Department of Justice. He is an adjunct professor at Brooklyn College, City University of New York.

Sailer holds a B.A. in political science from Swarthmore College and a master's in public policy from the John F. Kennedy School of Government at Harvard University. He assumes his new position following the retirement of Population Council vice president Sandra P. Arnold, who worked at the organization for 12 years.
