NEW YORK, NY (8 December 2006) — The Population Council announced today that Kenneth L. Payne has been appointed the organization’s chief financial officer (CFO) beginning in January 2007.

After working in higher education for seventeen years, Payne joined CARE, the international relief and economic development agency, in 2000. He began there as treasurer and was promoted to chief investment officer four years later. He has a bachelor’s degree in finance and economics from Ohio State University and a master’s degree in public administration from Governors State University in Illinois.

Population Council president Peter J. Donaldson says, “Among the strengths Ken Payne brings to the Council are a strong background in financial management and considerable experience with international operations. We are very pleased that he has agreed to lead our financial team.”

As CFO, Payne will be responsible for the Council’s financial strategy and management of the organization’s resources. Activities include accounting, budgeting, grants management, cash management and investments, audit, compliance, risk management, and reporting. Payne also will serve as the Population Council’s treasurer, working closely with staff members in 60 countries to align accounting and finance systems with the strategic direction of the organization.
