ASSIGNMENT LENGTH: Two years, renewable by mutual consent and availability of funding

JOB DESCRIPTION

This is a senior position to provide program management support to the chief of party for the Family Advancement for Life and Health (FALAH) project funded by the US Agency for International Development (USAID) and implemented by the Population Council and partners at the Council’s office in Islamabad. The deputy chief of party (DCOP) will share primary project management responsibility with the chief of party (COP) in implementing and achieving goals and specific objectives of the FALAH project. Dissemination of information and documentation will be in line with the provision of the Cooperative Agreement between the USAID and Population Council and guidance provided by the COP and/or the country director.

RESPONSIBILITIES

  1. Plan and manage all FALAH reporting responsibilities, both technical and financial, to ensure compliance of mandatory deadlines per the Cooperative Agreement with USAID.
  2. Prepare quarterly, annual, and final reports for the USAID Mission or any other report that may be deemed necessary for internal reviews.
  3. Coordinate preparation of the annual implementation plan (AIP) involving activities of all partners and the Population Council and evaluate monitoring and evaluation (M&E) efforts for both performance and compliance monitoring.
  4. Review progress of AIP periodically to identify any problems in implementation, advise corrective actions, and follow up with concerned entities for corrective actions agreed upon by the project management.
  5. Attend internal and joint or bilateral meetings with partners and national collaborators to further the implementation and sustainability of FALAH initiatives. Represent the FALAH project and the Population Council to USAID Mission and other professional meetings.
  6. Provide support to COP in ensuring compliance with the policy and legislative requirements of USAID as stipulated under the Cooperative Agreement.
  7. Provide support for the synthesis and dissemination of results from FALAH.
  8. Act as officer in charge in the absence of the COP.
  9. Undertake any other duties assigned by the COP and as needed by the country director.

QUALIFICATIONS

  1. Master’s degree in a social or health science with a minimum of ten years of experience, or doctoral degree or equivalent and six years' experience, in managing, developing, and implementing reproductive health and family planning research and/or service delivery efforts at the international level.
  2. Additional training in reproductive health and family planning highly desirable.
  3. Resident work experience in the Asia and Near East region, preferably in more than one country. Experience in other regions desirable.
  4. Substantial experience in building research capacity and in fostering the utilization of research results.
  5. Experience working on USAID-funded projects, including donor requirements and compliance.
  6. Demonstrated managerial and leadership skills and ability to provide oversight of financial reports as required.
  7. Excellent representational and communication skills, with written and oral proficiency in English a requirement, and competency in Urdo is desirable
