TITLE: Assistant Grants & Contracts Administrator, Office of the Treasurer

REPORTING TO: Director, Grants & Contracts

LOCATION: One Dag Hammarskjold Plaza, New York, NY

ASSIGNMENT LENGTH: Indefinite

JOB DESCRIPTION

The Grants & Contracts (G&C) Department is responsible for ensuring that the Population Council complies with all laws, regulations, and award conditions of performance for each agreement or contract entered into by Council. Additionally, Grants & Contracts acts as a resource to project managers; the department aims to support projects in accomplishing their technical objectives while ensuring adherence to donor standards. Although this position will report to the director of Grants & Contracts, this position will assist all G&C administrators on an equal basis.

RESPONSIBILITIES

  1. Under the direction and on behalf of the G&C administrators, draft the following correspondence with donors:

    1. cover letters regarding the submission of regular financial and technical deliverables;

    2. letters requesting extensions and revisions to grants and contracts;

    3. letters requesting approvals of actions such as consultant appointment and equipment purchases when required under federal government cooperative agreements and contracts;

    4. letters acknowledging new awards or accompanying reports to donors; and

    5. other correspondence and follow-up as needed.

  2. On behalf of the administrators, route documents flowing out of G&C:

    1. coordinate Presidential award/proposal approval; and

    2. facilitate financial staff review of cost proposal documents, financial reports.

  3. Monitor and track delivery of project deliverables such as technical and financial reports. Draft follow-up e-mails to staff inquiring as to overdue status. Update Grant Central database on report status and so forth.
  4. Prepare monthly reports for Council staff, including, but not limited to, rolling calendar, overdue report, proposal summary report, monthly development tracking, and board reports. Once approved, upload reports to the Council intranet through RedDot content management system for publication.
  5. Assist the administrators in entering proposal and award data in Grant Central. Prepare project notifications with summary award information for review by administrators.
  6. Assist in the coordination and/or preparation of proposals and awards.
  7. Maintain proposal/award-related paper and electronic files, and distribute pertinent information internally.
  8. Develop understanding of contractual provisions and regulations.
  9. Provide various support and administrative backup responsibilities as assigned.
  10. Assist with responses to requests for information from internal departments as well as from donors.
  11. Other duties as assigned by the director of Grants & Contracts.

QUALIFICATIONS

  1. One to three years of combined experience in grants/contracts administration, business management, or project management, preferably including one year in grants/contracts administration. Bachelor’s degree preferred and/or a satisfactorily equivalent combination of education and experience
  2. Excellent communication skills (oral and written), including editing and proofreading.
  3. Superior computer/software skills, including proficiency in word processing and spreadsheets. Database experience a plus.
  4. Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities with attention to detail.
  5. Ability to interact professionally with culturally and linguistically diverse staff and clients.
