JOB DESCRIPTION

The research operations manager in International Programs (IP) will work closely with the vice president in ensuring smooth operations of all international offices. S/he will be responsible for seeing that all offices comply with organizational policies and will represent the needs and views of international staff in the development of organizational policies; and will assist in strengthening regional funding opportunities and development of partnerships. S/he will work closely with the Council’s three programs (HIV and AIDS; Poverty, Gender, and Youth; and Reproductive Health), with various departments in Corporate Affairs, and with other New York/Washington, DC–based staff to identify commonalities and to help the vice president in strengthening links between international offices and the New York and Washington, DC offices.

The primary function of International Programs is to effectively and efficiently manage and support the Council’s international presence, to link our international offices and offices in New York and Washington, DC, and to promote cohesion, collaboration, and focus in Council activities around the world. The operations manager will work as a member of the IP management team in New York in successfully performing this function.

RESPONSIBILITIES

  1. Work with the vice president in ensuring the efficient and effective management of international offices, including the establishment and maintenance of appropriate, efficient, and effective management structures at country and regional levels; suggest innovative, flexible, and cost-effective organizational models.
  2. Work with staff in international offices in identifying national priorities, raising funds, developing proposals, and developing and monitoring annual operating plans to include key projects, proposals, and activities in each country and region.
  3. Liaise with indefinite quantity contract (IQC) directors and the manager of the bids and proposal unit related to initiatives concerning international offices.
  4. Ensure the compliance of international offices with the corporate policies and procedures and help develop new policies as appropriate.
  5. Work with Human Resources staff and others to organize and oversee appropriate orientation and other training programs in leadership, management, fundraising, and administration for staff in international offices.
  6. Help promote collaboration and foster communication throughout the organization of staff in diverse locations. Oversee organization of periodic meetings of regional and country staff with each other and with program staff located in the United States.
  7. Work with colleagues to help ensure that organizational knowledge management systems operate effectively.
  8. Supervise regional coordinators.
  9. Special projects as required.

QUALIFICATIONS

  1. Minimum five years' program management experience in an international organization. Master’s degree in relevant social science area required; doctoral degree preferred.
  2. Broad substantive knowledge of current and emerging issues in developing countries.
  3. Experience in team building and management of people and resources. Collegial spirit and ability to work well with diverse international staff.
  4. Proven ability to provide coordination across regions, projects, and programs.
  5. Experience in fundraising and proposal development.
  6. Experience working in the developing world.
  7. Excellent written and oral English language and communication skills.
  8. Facility with language(s) spoken in area(s) of the world where the Council has activities is a plus.
  9. Willingness to travel internationally on a regular basis.
