HIV/AIDS Evaluation, Assessment, and Formative Research
The Council and partners are conducting several research, evaluation, and technical assistance activities on USAID-funded HIV/AIDS programs in Uganda.
Uganda has been heralded as a success in the global fight against HIV/AIDS for its innovative and effective approaches to prevention and care. A number of factors have contributed to this success, including:
- strong political commitment by the Government of Uganda (GOU);
- a coordinated effort between the GOU and international and local nongovernmental organizations to deliver prevention, care, and support services;
- voluntary counseling and testing; and
- programs for children affected by AIDS.
Another important factor is the substantial financial investments of the US government and other donors in the effort.
Numerous program implementation challenges remain, however, and the sharp declines in HIV prevalence that occurred during the past decade have leveled off. The Population Council and its partners are implementing the HIV/AIDS Evaluation, Assessment, and Formative Research project to take stock of key programs at various stages of operation in order to extract lessons learned, best practices, and remaining challenges.
Project activities include:
- formative assessment of orphans and vulnerable children;
- formative evaluation of Uganda's Presidential Initiative on AIDS Strategy for Communication to Youth (PIASCY);
- mid-term review of the program for Expanding the Role of Networks of People Living with HIV/AIDS;
- mid-term evaluation of the AFFORD Health Marketing Initiative;
- end-of-project evaluation of Hospice Africa Uganda;
- technical assistance to the Uganda AIDS Commission (UAC) for the operationalization of the performance monitoring and management plan; and
- end-of-project evaluation of the Monitoring and Evaluation of Emergency Plan Progress (MEEPP) project.
Research and evaluation findings will inform future HIV programming and policies in Uganda, and technical assistance to the UAC will ensure accurate and efficient monitoring and evaluation of programs countrywide.
