Demand-based Reproductive Health Commodity Project
Council researchers introduced DBRHCP to increase use of reproductive health services by emphasizing creating demand and improving the quality of reproductive health services through informed choice.
There has been remarkable progress in several reproductive health indicators in Bangladesh, however, reproductive health programs, which have traditionally been supply driven, have fallen short in reaching people in several parts of the country. A demand-based strategy, termed the Demand-based Reproductive Health Commodity Project (DBRHCP), was introduced to increase the use of reproductive health services by emphasizing creating demand and improving the quality of reproductive health services through informed choice.
DBRHCP was carried out through a partnership of four implementing agencies. With financial assistance from the Canadian International Development Agency and technical assistance from the United Nations Population Fund, the National Institute of Population Research and Training coordinated and implemented the project. As an implementing partner, the Population Council was responsible for identifying innovative, participatory, and effective service-delivery models for increased use of family planning and other reproductive health services through operations research, while Research, Training and Management International was responsible for building the capacity of service providers, strengthening facilities, and creating behavior change communication interventions. JSI Logistics Services was responsible for strengthening the reproductive health logistics management system, and the International Centre for Diarrhoeal Disease Research, Bangladesh, carried out monitoring and evaluation activities to measure the impact of the DBRHCP.
Under the DBRHCP, the Population Council conducted four operations research studies to test different models of service delivery as follows:
- Voucher Scheme for Poor, Rural Women to Utilize Pregnancy Care examined the feasibility of introducing a mechanism to provide financial support to poor pregnant women for utilizing maternal health care services from trained service providers.
- Improving the Quality of Family Planning Services for Urban Slum Population tested a service delivery model to deliver client-centered FP and RTI services in order to improve the reproductive health of couples living in urban slums.
- Creating a Space for Men and Youth at Health and Family Welfare Centers (HFWCs) investigated the feasibility of introducing male and youth friendly reproductive health services at the HFWC.
- Increasing Rational Use of Modern Contraceptive Methods during the Reproductive Life Cycle tested a service-delivery model to enhance the rational use of modern contraceptive methods among rural women in Bangladesh.
