PROJECT The Impact Project in Pakistan was one of four field studies conducted under the Impact Studies Program led by Anrudh Jain. The objectives of this three-year project were twofold: to document the feasibility of improving the quality of care offered by public-sector service providers; and to measure the effects of this improved quality on members of the communities served by these providers. The Population Council, in conjunction with the Ministries of Population Welfare and Health and the National Family Planning/Primary Health Care Program, implemented a project to test the viability and replicability of a client-centered approach to reproductive health services in Pakistan. The trial area, chosen in consultation with the Punjab Provincial Departments of Health and Population Welfare, was Tehsil Bhalwal in Sargodha District. The project was intended to improve the quality of care provided by public-sector reproductive health services. By orienting services toward clients through a client-centered approach called SAHR it was expected that providers would be able to meet the reproductive health needs of clients and increase rates of service use. The project addressed two aspects of quality of care: improving client–provider exchange to enhance quality of care provided to women; and overcoming social constraints that prevent women from using available services. The project demonstrated the feasibility of improving the quality of care provided through a client-centered approach in three areas of reproductive health: maternal health, infant health, and family planning. This approach is being utilized in the "Safe Motherhood Applied Research and Training (SMART) Project" and has also been introduced among trainers of lady health workers in five UNFPA-supported districts.
