Kelly Hallman, Ph.D.
Senior Associate
Kelly Hallman, PhD, is a senior associate in the Poverty, Gender and Youth program at the Population Council. Her research focuses on improving the health, economic prospects, and social inclusion of marginalized adolescents. She is interested in how policies and programs can increase the decisionmaking power of excluded young people (especially girls) with regard to their education, livelihoods, marriage, and sexual and reproductive health choices.
Hallman has authored numerous policy and peer-reviewed publications, including the AIDSTAR-One Spotlight on Gender piece "Evidence-based approaches to protecting adolescent girls at risk of HIV," as well as Investing When It Counts: Generating the Evidence Base for Policies and Programmes for Very Young Adolescents. Guide and Toolkit (UNFPA and Population Council).
Hallman directed the large research consortium, Addressing the Balance of the Burden of AIDS in Africa, which examined the social and economic constructs of the HIV epidemic and worked with policymakers to use research evidence to improve programs and policy.
Hallman was a member of the Sexual Health and HIV Evidence into Practice (SHHEP) Group, which was nominated by BMJ as a finalist for the "Getting Research into Practice" award in 2010.
