Population Council Research that makes a difference

Naomi Rutenberg, Ph.D.

Vice President

Naomi Rutenberg, vice president and director of the Population Council’s HIV and AIDS program, has participated in behavioral and program research on HIV and AIDS and reproductive health for more than two decades.

Prior to being named to her latest position, Rutenberg headed the Council's Horizons program, which uses operations research to improve response to the HIV epidemic in developing countries. She served as deputy director of the Population Council’s Africa Operations Research and Technical Assistance project based in Nairobi, Kenya, before joining Horizons.

Rutenberg has been a principal or co-investigator on a number of research studies of operational strategies for the prevention of mother-to-child transmission of HIV, adolescent pregnancy and HIV risk in South Africa, integrated HIV and reproductive health care in Uganda, HIV prevention and care programs for health workers in Zambia, and the impact of HIV on youth in South Africa. Recent publications on these topics have appeared in AIDS, AIDS and Behavior, International Family Planning Perspectives, Lancet, Reproductive Health Matters, Studies in Family Planning, and Tropical Medicine and International Health.

Rutenberg currently is collaborating on research examining interventions to meet the reproductive health needs of HIV-positive women, strengthening HIV care for pregnant women, and addressing operational challenges to diagnosing and managing pediatric HIV infection. In addition to her considerable work experience in the Africa region, Rutenberg has worked extensively in Brazil and speaks Portuguese. She serves on the editorial committee of Studies in Family Planning and is on the editorial board of the Journal of the International AIDS Society.

Rutenberg received her Ph.D. in sociology and demography from Princeton University in 1993. She also holds a master of arts in Latin American studies from the University of Florida.
