Paul C. Hewett, Ph.D.
Senior Associate
Paul C. Hewett is affiliated with two Council program areas—HIV and AIDS; and Poverty, Gender, and Youth. His interests and expertise are in behavioral and implementation science research designed to improve public health outcomes, particularly in the area of HIV prevention. He has worked at the Council since 1996 and from its Zambia country office since 2009.
Hewett directs the Council's research for the Male Circumcision Partnership—a collaboration of Population Services International (PSI), Marie Stopes International, Jhpiego, and the Population Council—to scale up male circumcision services in Zambia and Swaziland. The Council is conducting research on post-circumcision sexual behavior and condom use, validation of reporting of male circumcision status, assessments of the informed consent process, and adverse events associated with the procedure.
For the Adolescent Girls Empowerment Program (AGEP), he is lead investigator on a randomized community evaluation to assess program impact. AGEP is focused on vulnerable adolescent girls aged 10–19 and seeks to improve their longer-term sexual and reproductive health and to reduce their HIV risk. A cohort study with behavioral and biological outcomes will be conducted over four years to assess program outcomes.
Hewett is also principal investigator on a multiyear grant that examines the impact of education on HIV risk in Malawi. He was co-principal investigator on an NIH grant (2005–2012) that assessed the validity and reliability of self-reporting of sensitive behaviors in developing countries, and technical coordinator for USAID-funded research to improve measurement of sensitive behaviors in clinical studies involving microbicides. Computerized interviewing and biomarker collection are features of all his current work.
He received his Ph.D. in political science from the State University of New York at Stony Brook.
