Sam Kalibala, M.D.

Samuel Kalibala has more than 20 years' experience in HIV and AIDS research, programming, and policy at the international, national, and regional levels. He has strong expertise in designing, implementing, and evaluating HIV and AIDS interventions, as well as managing large-scale research projects. Dr. Kalibala currently directs HIVCore, a USAID-funded project to improve the efficiency, effectiveness, scale, and quality of HIV treatment, care, and support, and prevention of mother-to-child transmission (PMTCT) programs through operations research and program evaluation. He is principal investigator on studies comparing models of task shifting for delivering antiretroviral (ARV) treatment at the community level in Uganda; evaluating a psychosocial intervention for marginalized young people in Ethiopia to improve their responsiveness to HIV programs; and assessing the impact of Zambia’s PMTCT program.
Dr. Kalibala formerly served as the Council’s Kenya country director, overseeing work in East Africa to evaluate and develop the evidence base for a variety of interventions, including pediatric HIV treatment, support for orphans and vulnerable children, care for people living with HIV and AIDS, alcohol as a risk factor in HIV infection, community-based HIV prevention, and HIV palliative care.
Prior to joining the Council, Dr. Kalibala worked for the International AIDS Vaccine Initiative (IAVI) as the regional representative in East Africa, where he tested the delivery of routine HIV counseling and testing in Kilifi, Kenya, and home-based voluntary counseling and testing in Kisubi, Uganda, as approaches to enhance the availability of HIV testing in communities where IAVI was recruiting volunteers for vaccine trials. He has also served as psychosocial support adviser at UNAIDS and scientist at WHO, providing technical assistance to countries around the world. Among his many accomplishments, Dr. Kalibala pioneered the piloting of early PMTCT programs in Kenya and Zambia, resulting in the scale-up of PMTCT programs by UNICEF and other agencies; led research on ARV adherence in Kenya, producing a counseling manual that has been widely used in the scale-up of services; and contributed to development of the HIV care and support model of The AIDS Support Organization in Uganda.
Dr. Kalibala received his M.D. from Makerere University in Uganda in 1984.

Knowing Myself First: Assessing the Feasibility of HIV Self-testing Among Health Workers in Kenya (more)
This study evaluated the feasibility and acceptability of HIV home self-testing (HST) among health workers and their partners in Kenya. The study also provided an understanding of operational structures that need to be in place to successfully implement HIV HST for health workers.
