Population Council Research that makes a difference

Samuel Kalibala is an experienced international public health policy and program consultant who has worked in a variety of capacities at the national, regional, and international level for over 20 years. Since 2008 he has been the director of the Population Council’s activities in Kenya where he leads the Council’s USAID-funded HIV operations research programs in Kenya and Uganda. These programs are evaluating and developing the evidence base for a variety of interventions, including pediatric HIV treatment, support for orphans and vulnerable children, care for people living with HIV and AIDS, addressing alcohol as a risk factor in HIV infection, HIV education for school children, and HIV palliative care.

Kalibala is a highly experienced expert in developing and evaluating HIV/AIDS interventions.From 1987 to 1992, he worked as a physician and counselor trainer to develop The AIDS Support Organization’s HIV care and support model in Uganda. Working with Uganda’s Ministry of Health, he developed and coordinated the national program on sexually transmitted diseases. In 1992 he developed an HIV counseling intervention as a key component of comprehensive care for HIV/AIDS for the World Health Organization’s global program on AIDS in Geneva. When the Joint United Nations Program on HIV/AIDS (UNAIDS) was formed in late 1995, he conducted a multi-site voluntary counseling and testing (VCT) efficacy study in collaboration with the USAID-funded AIDS Control and Prevention program and the University of California, San Francisco. This study resulted in global policies that promote VCT as a preventive intervention.

From 1998 to 2003, Kalibala worked for the Population Council in Nairobi as the leader of the USAID-funded Horizons program in East Africa. He piloted a program on the prevention of mother-to-child transmission of HIV (PMTCT) in Kenya and Zambia that resulted in the scaling up of PMTCT programs by various agencies, including UNICEF. He also contributed to the first background publication that highlighted the operations research priorities relating to male circumcision. Kalibala also led a team that examined antiretroviral (ARV) adherence in Coast General Hospital in Mombasa, Kenya, which resulted in the publication of an ARV adherence counseling manual that has since been used by many programs.

From 2003 to 2008, Kalibala worked for the International AIDS Vaccine Initiative (IAVI) as the regional representative in East Africa, based in Nairobi, where he tested the delivery of routine HIV counseling and testing in Kilifi, Kenya, and home-based VCT in Kisubi, Uganda, as approaches to enhance the availability of HIV testing in communities where IAVI was recruiting volunteers for vaccine trials.

HIVCore: Strengthening HIV and AIDS Treatment, Care, and Support, and Prevention of Mother-to-Child Transmission Service-delivery Programs (more)
To address critical service-delivery issues in global HIV and AIDS PMTCT and treatment, care, and support programs, HIVCore will evaluate programs, promote use of research results in program decisionmaking, and build local capacity to improve programs' efficiency, effectiveness, and quality of care.

Knowing Myself First: Assessing the Feasibility of HIV Self-testing Among Health Workers in Kenya (more)
This study evaluated the feasibility and acceptability of HIV home self-testing (HST) among health workers and their partners in Kenya. The study also provided an understanding of operational structures that need to be in place to successfully implement HIV HST for health workers.
