Many HIV prevention strategies include a behavior change component, whether it’s encouraging youth to delay sexual debut, empowering female sex workers to ask clients to use condoms, or promoting the uptake of HIV counseling and testing. However, there are still many gaps in our knowledge regarding the effectiveness of behavior change interventions, the adaptation of model programs to particular populations or settings, and the targeting and delivery of prevention services. There is a critical need to evaluate which strategies best lead to the desired behavior change and to develop and test tools for measuring these changes.
Population Council focus
The Council has extensive experience in conducting behavior change research around the world. This includes evaluating such programs as workplace HIV prevention programs for teachers and health workers, lifeskills-building programs for youth, and multimedia social marketing campaigns.
Population Council impact
- Council researchers developed and validated the Gender-Equitable Men (GEM) scale to measure changes in gender norms.
- A Council intervention study targeting young men in Brazil was shown to change attitudes toward gender norms and reduce risk behaviors.
- A Council project focused on married men 21–40 years old in slum communities in India, which offered a range of activities at the community level and provider levels, showed an association between the interventions and a drop in the incidence of gonorrhea and the practice of extramarital relationships.
- The Council conducted the first evaluation of the Straight Talk program in Uganda, one of the largest multimedia campaigns designed to bring HIV and reproductive health information to young people. Results of the evaluation were used to strengthen the program and add local languages, which was shown to double exposure to the program.
- In Zambia, the Council designed and evaluated a workplace program for hospitals that included information, peer education and support and HIV prevention services. After the intervention was introduced, staff at participating hospitals had higher HIV knowledge, lower stigma, and greater awareness of post-exposure prophylaxis than in comparison hospitals.
Future directions
Examples of ongoing work on this topic include Council research that analyzes behavior change data from an intervention that promoted mutual monogamy through faith-based organizations in South Africa, and following up on previous research in Kenya that integrates alcohol risk reduction with HIV counseling and testing services.
