Population Council Research that makes a difference

There are many reasons to provide reproductive health information and services as a comprehensive and integrated package rather than individually. By doing so, it is possible to:

  • address multiple needs simultaneously;
  • create efficiencies in delivering services;
  • increase opportunities to identify unrealized needs; and
  • reach more people with more services.

Although integrating health services was advocated as a central component of the 1994 ICPD Program of Action, 15 years later there are still many gaps in our understanding of which services can and should be integrated; which combinations are acceptable and nonstigmatizing; and how vertical policies, programs, and sectors can be effectively and efficiently linked.

Population Council focus

The Council undertakes diagnostic, evaluative, and intervention-testing research around a wide range of integrated reproductive health services, for example, maternal health (focused antenatal care, postpartum care for mothers and newborns, postabortion care); underserved populations, especially young people; post-rape care (pregnancy and infection prevention); and links with HIV prevention, care, and support.

Population Council impact

  • To enable managers to rapidly assess the functioning and quality of integrated services, the Council has developed and validated the Assessing Integration Methodology (AIM) toolkit.
  • In east and southern Africa, where high HIV prevalence further complicates the trauma of sexual violence, the Council is coordinating a regional effort to strengthen a comprehensive response for rape survivors.
  • In Ghana, the Community-based Health Planning and Services (CHPS) Initiative provides high-quality primary health care and family planning services at community and doorstep locations.
  • Council research in Kenya and South Africa, which demonstrated the acceptability, feasibility, and effectiveness of offering HIV counseling and testing to family planning clients, has led to policy and programmatic change.
  • Council staff provide intellectual leadership through serving on numerous national and international committees that guide the development of norms and standards for linking reproductive health and HIV/AIDS sectors.
