Population Council Research that makes a difference

Population growth remains rapid in most poor countries with a range of adverse health, economic, and environmental impacts. Growth is fastest in sub-Saharan Africa, even in the presence of the AIDS pandemic. In many developing countries population policy remains focused on family planning and reproductive health programs, but increasingly it embraces social and economic issues affecting reproductive behavior as well as the developmental consequences of demographic change. In the developed world, lower fertility and rising longevity are likely to have adverse socioeconomic consequences as the cost of social security and health care for the elderly rises to unsustainable levels.

Population Council focus

Council research on this topic documents the significance of the overall link between population and development and explores specific relationships between population growth and distribution; and population growth and unwanted fertility, high desired family size, and momentum from a young age structure. Major objectives are to improve understanding of the societal, familial, and individual consequences of population growth and to assist developing-country governments in optimizing the design of their population policies.

Population Council impact

  • Council research has made the case for multisectoral population policy. In particular, addressing the needs of adolescents is essential to slowing down population momentum.
  • Council researchers have identified “tempo policies” to raise fertility in the developed world.
  • Researchers have assessed the demographic impact of the AIDS epidemic and identified the peaking of the epidemic.
  • A software tool developed by the Council allows decomposition of factors driving future population growth in any population.
  • Council research has assessed the role of family planning programs in reducing unmet need for contraception.

Future directions

Council researchers will continue to provide evidence to policymakers about the benefits of investing in adolescents, examine the impact of family planning programs on unwanted and wanted fertility, assess the health and economic benefits of family planning programs, examine the causes of stalling fertility, and assess the future mortality impact of the AIDS pandemic.

Adolescent Policy Analysis, Capacity Building, and Advocacy Project (more)
This project is designed to provide decision-makers, NGOs, youth advocates, UN country representatives, and members of government ministries with the appropriate knowledge and tools to effectively make the case for implementing policies and programs that are evidence-based and targeted at vulnerable subgroups of young people, in particular girls.

Demographic Data for Development (more)
The first phase of the Demographic Data for Development project consisted of case studies in Ethiopia, Ghana, Senegal, and Uganda to examine accessibility, use, and demand for demographic data. In the second phase of the project, the Council and its partners are working to increase data access and use among journalists and members of the media in Ghana, Senegal, and Namibia.

Critical Communities for Investment in Adolescent Girls (more)
This project will provide data and maps on vulnerable adolescent girls and build support among donors and interested stakeholders to make investments that improve the health and rights of the poorest girls in the poorest communities.

Working with the "Building a Pro-Choice Alliance" Consortium in Mexico, the Council is identifying emblematic cases of abortion service denial, promoting the use of health indicators for legal abortion when pregnancy represents a risk, and building strategies to improve access to medical abortion.
