Office of the General Counsel and Secretary

The Population Council’s Office of the General Counsel and Secretary (OGC&S) comprises the general counsel and secretary, the global head of regulatory affairs and quality assurance, and the legal assistant. The team aims to protect and advocate for the organization’s legal interests and to ensure compliance with applicable laws and regulations in all countries in which activities are conducted. OGC&S also provides guidance and support to staff members in the Council’s three program areas about the rules and standards that apply to their research activities.

OGC&S supports work on agreements, corporate governance, status and registrations, employment issues, and organizational policies and procedures. The office also provides legal services for all phases of Intellectual Asset Management, collaborating with the members of the Council’s Corporate Affairs Division on the business aspects of such activities (see Products and licensing).

The general counsel manages matters of litigation and other legal disputes, including arbitration and mediation. She is the primary liaison when outside counsel is consulted.

OGC&S helps ensure that Council research is conducted in accordance with applicable regulations, laws, and the highest ethical standards. The department facilitates risk management by developing and implementing best-practice policies and procedures and contract provisions.
