Cecilia Garcés leads the Population Council’s education-related activities in Guatemala, including project design, implementation, and monitoring and evaluation. Through the Abriendo Oportunidades program, she has overseen the design and implementation of mentor training programs, educational resources, and research publications. She has also overseen the creation of additional programmatic components, including alternative secondary education for over-age out of school adolescent young women, alternative education training for teachers, resources for alternative education program students, and comprehensive sexuality education for girls with disabilities.
She has more than 20 years of experience in social research on education, childhood, youth, human rights, sexual and reproductive health. Currently, she serves as an advisor to the Ministry of Education and other working groups, such as the National Working Group on Comprehensive Sexuality Education, of which she is co-founder, EducaGuatemala, and IIARS.
Cecilia is a licensed teacher for primary education, has obtained a Degree in Anthropology from Universidad de San Carlos in Guatemala and a Master of Science degree in Ethnicity and Multiculturalism from the University of Bristol.
